Waii appeals AAPSU not to hold rally

ITANAGAR, Dec 14: Former minister Kumar Waii has appealed AAPSU not to hold rally during Assembly session on December 16 next saying that it would be a setback to the proceedings.

Chakma-Hajong issue is also our prime concern and in near future any Govt. shall look into this matter very seriously, he said in a written statement issued today.

Saying that 80 percent of Chakmas are settled in Bordumsa-Diyun Constituency, he questioned on the silence of the local MLA Nikh Kamin and chief minister Nabam Tuki.

On the other hand, the Ministry of Civil Aviation, Govt Of India has shown objection to Hollongi Greenfield due to its huge cost of compensations. The project is overburdened by the cost of rehabilitation, which has been outlined in a Forest Reserved area occupied by the speaker Nabam Rebia, which has escalated the project cost by Rs 153 Crore, he said.

 

Capital admin bans carrying of weapons

ITANAGAR, Dec 14: Itanagar Capital Complex, DC cum DM, Mige Kamki according to a prohibitory order on Dec 10 last has banned carrying of fire arms, dao and other lethal weapon within the Capital Complex till Jan 1, 2016.

A team led by CO Naharlagun, Neelam Teji today has seized more than 70 daos and three licensed firearms at Banderdewa check-gate.

EAC Tame Yajum informed that a total number of 12 daos have been seized from Pappu Nallah tri-junction under her jurisdiction.

The Executive Magistrates along with the Police are carrying out the drive day and night to seize weapons as well as to ensure that law and order is maintained in the Capital Complex. The order was issued in view of the festival season and apprehension of breach of peace and tranquility in the Capital Complex.

Further, lauding the Magistrates and Police, the DC informed that a large number of daos and other weapons have been seized till now which are kept in the respective Police Stations under the jurisdiction of the sector magistrates.

Further, checking has also been intensified at several locations and cases under 188 IPC are being registered. The DC has appealed all to cooperate with the magistrates and police for effectively carrying out their duties. DIPRO

 

Time is not ripe for a fresh bill

on refugee: PPA

ITANAGAR, Dec 14: Veteran political leader and People’s Party of Arunachal (PPA) Chairman Kamen Ringu suggested All Arunachal Pradesh Students’ Union (AAPSU) leaderships to let the present political crisis in the state resolved first for meaningfully taking up the burning refugee.

“The time is not ripe for talking of a fresh Bill on refugee issue. Let the current political crisis resolved first,” Ringu said. The present AAPSU leadership might not be aware that two Bills (Assembly Resolutions) have already been passed in the Assembly in 1980 (dated 23rd Sept' 1980), 1992, 1993, 1994, and finally followed by the Peoples Referendum Rally in the year 1995, said Ringu.

Appreciating AAPSU for sincerely taking up the Chakma and Hajong refugee issue, Ringu said that his party will be the first to volunteer any services to AAPSU in fighting the battle against the refugees.

“And this will be possible only when there is a stable, efficient and visionary government, Ringu said.

“Let the legislators discuss, debate and find out a way to end the present political deadlock first,” he said.

We should not create any hurdles in the functioning of the assembly, he said.

Don’t deal directly with Raj Bhavan: Cabinet

ITANAGAR, Dec 14:  State cabinet has said that no officer shall directly deal with Raj Bhawan Secretariat without the matter being examined and approved by the concerned minister or the council of ministers. This decision was taken by the Cabinet as the communications are being directly issued to various departments and organisations from the “Governor’s Secretariat without routing through the state government in clear violation of the rules of Executive Business namely the Arunachal Pradesh Rules of Executive Business, 1987”.

 

Orgs demand CM’s resignation

ITANAGAR, Dec 14: The All Arunachal Pradesh Youth Forum (AAPYF), Arunachal Pradesh Democratic Youth Association (APDYA), Arunachal Pradesh Students Organization (APSO), All Adi Youth Organization (AAYO) have jointly sought the resignation of Chief Minister on moral ground. They alleged that since present CM took over, no development has taken place, law and order problem has increased and nepotism in awarding contract work is being witnessed.

They further alleged that CM has mismanaged the fund due to which government employees are not getting salary.

Further, the four organizations have sought immediate construction of separate highway for four Siang district namely - East Siang, West Siang, Upper Siang and Siang without touching Assam which will serve as the life line for the whole public of the state. Further they have warned that if their demands are not met, they will resort to democratic means of protest.

 

“Autos damaged”

ITANAGAR, Dec 14: The All Capital Complex Auto Welfare Association informed that three autos were damaged by locals near Naharlagun railway station. The attack took place when auto owners had gone to Naharlagun station to receive their family members, the association claimed. The association also claimed that they had raised the matter with district magistrate and accordingly extra assistant commissioner, Naharlagun recently passed an order for peaceful operation of autos in the area.

But local public violated the order and attacked auto plying towards railway station, they alleged. Association has appealed to the local MLA to settle the case at the earliest and ensure arrest of the main culprits involved in the case.

 

JACAP appeals people not to

get carried away

ITANAGAR, Dec 14: The Joint Action Committee Arunachal Pradesh has appealed to the people from Nyishi community not to get carried away by the viral audio clip credited to former minister Kalikho Pul.

In a release, it claimed that the audio clip is concocted and being circulated to create communal tension in the state and to damage the age-old harmonious social fabric amongst all the tribes of the state.

Someone has used technology to manipulate  voice and credited it to the former finance minister Kalikho Pul with the intention to damage his image, it added.

Prevent constitutional crisis: Speaker tells Governor

Recall order on Legislative session: Govt

ITANAGAR, Dec 14: The Speaker of the Arunachal Pradesh Legislative Assembly has written to the Governor J P Rajkhowa today questioning the validity of his recommendation for conducting the Legislative Assembly Session from Dec 16-18 instead of Jan 14-18 and urged him to prevent constitutional crisis.

Citing various provisions of law in a four paged letter, the Speaker wrote that the Governor refrain from impinging upon functioning of constitutional machinery in Arunachal Pradesh and prevent any constitutional crisis.

Governor, as custodian of the Constitution will uphold and preserve the sanctity of constitutional framework and let the House function as per its original schedule without any undue interference, the Speaker added.

The Speaker said that “as per the established practice and procedure, notice for summoning assembly session ought to reach Legislative Assembly Secretariat or Speaker through parliamentary affairs department of the Government. However, in the present case this established practice and procedure has not been followed. Thus, creating constitutional crisis in Arunachal Pradesh”.

If the Constitutional scheme is not religiously adhrered to, it will result in lowering the esteem of the high office of the Governor, the Chief Minister and the Speaker and throwing at wind Constitutional philosophy and scheme, the letter added.

He urged the Governor to uphold the high morals and principles enshrined in the Constitution to let the constitutional machinery in the Arunachal Pradesh function as per the scheme of the Constitution.

 Further, there seems to be no justification for such a hurried action taken by the Governor preponing the House's session particularly when only about a month was left for commencement of originally scheduled session of the House. This hurried action does not reflect well on the high office of the Governor, Rebia added.

Meanwhile, the state Cabinet has advised the Governor of Arunachal Pradesh to recall and cancel the order and the message of 9th December, 2015 summoning the Legislative Assembly Session to be convened on 16-18 Dec.

December 9, 2015 order issued by the Governor of Arunachal Pradesh is in contradiction to Article 174 read with Article 163 of the Constitution of India and Rules 3 and 3A of the Rules of Procedures and Conduct of Business of the Arunachal Pradesh Legislative Assembly. Similarly, the message is contrary to Article 175 of the Constitution read with Rule 245 of the said Rules. The state cabinet has received the opinion of the Advocate General and other legal experts on the order of moving the Assembly Session from 14th January 2016 to 16th December, 2015.

Moreover, the High Court of Gauhati has fixed the hearing of the case of resignation of 2 MLAs from the Assembly on Dec 16, said the Govt Spokesperson Bamang Felix.

 

 

BJP blasts APCC, State Govt

ITANAGAR, Dec 14: State BJP today condemned Arunachal Pradesh Congress Committee (APCC) and ruling Congress Government in the state for the remark against the Governor accusing him of turning the Raj Bhawan into BJP and RSS headquarters.

Terming the accusation as unfair, uncalled for and fabricated, the party in a meeting today claimed that the present political situation in the state was a result of long mis-governance, misrule and corruption by the ruling Congress Government led by Chief Minister Nabam Tuki.

The summoning of special assembly session by the Governor for an impeachment motion against the sitting Speaker is within the ambit of the Constitutional provisions, the party said.

The party also stated that the ruling Congress Government under the present leadership is making desperate attempts to stall the proceedings of impeachment of the sitting Speaker.

“There should be no reason to make any hue and cry and communalize the issue by any community based organization. Since the impeachment of Speaker is a political issue it is to be resolved politically,” the party opined.

“No community based organization is above the rule of law. Rather, they should honor and welcome the Governor’s move as a law abiding citizen to bring an end to the un-ending dissidence among the Congress Party legislators,” the party said.

Apprehending serious break down of law and order during the ensuing assembly session, the party also demanded adequate security arrangement to safeguard the life and properties of BJP legislators as well as party leaders and workers.

 

 

Declare Chakma-Hajong as non-permanent

settlers: AAPSU

ITANAGAR, Dec 14: With Dec 17 being the last date for compliance of the Supreme Court order on conferment of citizenship rights on eligible Chakmas and Hajongs, the All Arunachal Pradesh Students’ Union (AAPSU) today strongly urged the state government to pass a Bill declaring Chakmas and Hajongs as non-permanent settlers of Arunachal Pradesh in the ensuing Assembly session with immediate effect.  

Addressing a press conference at the Press club here this afternoon, AAPSU General Secretary Biru Nasi said that the 3 months time of the verdict on granting citizenship to Chakmas and Hajongs is almost over but the state government is yet to take any steps to counter the verdict which could have lasting consequences on the state’s demographic set up.

If at all they be given citizenship rights, the state government could pass a Bill in the state assembly declaring Chakmas and Hajongs as non-permanent settlers of the state, he said adding the political parties of the state should further desist from indulging in blame game over the contentious issue.  

Expressing doubts over the central government’s resolve to ever take up the issue seriously, Nasi said that it is pertinent that the state government now initiate steps to protect the indigenous populace of the state from being marginalized in their own land.

NESO Convener, Pritam Sonam also suggested that the Bill declaring Chakmas and Hajongs as non-permanent settlers of Arunachal Pradesh should be framed in line with the Arunachal Pradesh Forest Act.

AAPSU President Kamta Lapung further said that the union has decided to stage a peaceful dharna in front of the state Assembly on Dec 16, to protest against the state government’s apathy to address the Chakma-Hajong issue. He reiterated the union’s stand to continue with its fight against the verdict and further sought people’s unrelenting support.

The union also reiterated its demands including recall of the state Governor, removal of Chakmas and Hajongs from the Greenfield Airport Project compensation list and from the reserved forest areas of Changlang and Lohit districts.

 

 

ANSU lodge FIR against Pul

ITANAGAR, Dec 14: The All Nyishi Students’ Union (ANSU) has lodged FIR against former finance minister Kalikho Pul in Itanagar police station following an audio clip of the minister going viral in the social media. In the voice clipping, a person identified as the former minister is heard having conversation with a person and in the process makes communally sensitive statement.

Addressing media persons at Press Club this afternoon, President ANSU Byabang Joram sought immediate arrest of Pul

“Otherwise problem will arise. It’s now Kalikho Pul versus Nyishi Community,” he warned. However he also clarified that their step is not against any particular community but only against the hurtful remark made by the former minister.

“We are not against him playing politics to become the CM but he shouldn’t target the whole Nyishi community,” Joram said.

Regarding Pul’s statement on shifting the Capital from Itanagar in the voice clip, president ANSU sought an explanation where the Capital will be shifted.

The union served him a week’s time to clarify on the matter.

Also speaking, union’s assistant general secretary Tukbom Ligu expressed disappointment that the whole community is being blamed for wrongdoings of just few.

“We seek a proper explanation from the minister,” he said.

“Such an immature statement from a person like him is unfortunate,” added Convener Tana Doji.

Meanwhile, ANSU has extended support to the rally being organized by AAPSU on December 16 next on Chakma-Hajong refugee issue.

 

 

APCC apologizes to press fraternity

ITANAGAR, Dec 14: Arunachal Pradesh Congress Committee (APCC) has apologized to the media fraternity of the state for the December 12 incident, wherein a worker of the Congress party had charged a journalist of asking questions to the APCC president at the behest of Bharatiya Janata Party (BJP).

Clarifying on the matter, APCC stated that it was unfortunate that there was some exchange of words between presspersons and ‘onlookers’, who were standing nearby during the interaction with the APCC President near Raj Bhawan Gate, Itanagar at the time of retreat from the Protest Rally.

“It was a closed matter as the APCC president promptly intervened on the matter and apologized at the spot,” an APCC release said.

While conveying apology, APCC said, “It is our obligation to honour the sentiments of the media fraternity and value of the Press as we must go together for the greater cause of the society.”

Meanwhile, Arunachal Pradesh Union of Working Journalist (APUWJ), Arunachal Press Club (APC) and Arunachal Electronic Media Association (AEMA) taking note of the APCC release has accepted the apology. However in an emergency meeting held at Arunachal Press Club today evening, the press fraternity viewed the apology as a half-hearted one. The press fraternity stated that the ‘on-looker’ as termed by APCC is actually an Arunachal Pradesh Youth Congress district functionary. Considering the current political situation of the state, the press fraternity has let the incident to be buried in the larger interest of the state; otherwise, strong sanctions would have applied to the party for the misconduct, observed the press fraternity in the meeting.

 

 

Advancement of Legislative session

unconstitutional: Ex MP

ITANAGAR, Dec 14: The action of state Governor JP Rajkhowa, advancing the Assembly session is “absolutely unconstitutional, illegal, unethical, unprecedented in India democratic history,” said AICC member and former MP Takam Sanjoy.

“Contrary to the constitutional mandate, the governor since the day of assuming office instead of protecting and defending the interest of the state and its people has been totally anti-Arunachal and anti-development as some times he advocated as Governor of Assam, which has a Governor. His action would provoke the socio-economic mosaic of this tribal dominated democratic society”, Sanjoy said.

The Governor and Leader of Opposition advocated developing Lilabari Airport in Assam where Boeing is already landing. Does they want it to be developed for landing of Sukhoi-30 MKI or CI30J Super Hercules aircrafts, he questioned?

The ruling Congress technically and constitutionally has 47 MLAs and its minor internal rifle is expected to be solved soon with the intervention of AICC president, he said.

Alleging lawmaker Kalikho Pul for hatching a conspiracy in connivance with the Governor to demean a particular community and incite communal overtone, Sanjoy said that demeaning our tribal society, a true picture of unity in diversity with more than 150 tribes living in social harmony, will not be tolerated.

“I personally denounce infringement of status of any tribe”, he said, adding the Governor and Pul are ignorant about the social structure.

Recalling the Time of India news which had whipped up a political upheaval in the state in 2011, he said though “We had forgiven everybody but a probe would be ordered soon as proof of alleged involvement   of a union minister has surfaced recently.”

 

 

APMC check gates inaugurated at

Gumto and Banderdewa

ITANAGAR, Dec 14: Arunachal Pradesh Marketing Committee (APMC) check gates were formally opened at Gumto and Banderdewa today.

Arunachal Pradesh Marketing Board (APMB), chairman, Ngurang Pinch inaugurated the APMC check gates in a function in presence of officials from Agriculture Dept. Dept of Vety & AH and APMC Capital Complex members.

Addressing the function, Ngurang Pinch asked the staffs posted at Check-gate to perform the duty assigned to them with utmost sincerity. He urged all to generate more revenue for the development of agriculture marketing sector. He also urged all traders to produce challan at the gate for product registry and requested all stakeholders of the Agri and Allied produce business community to cooperate for a regulated marketing system in the Capital Complex. Pinch also suggested that competent officer for monitoring animal disease and surveillance should issue fitness certificates to the livestock entering the Capital Complex for human consumption.

Secretary APMC, Okit Palling informed the gathering that APMC Gate should not be viewed as a gate for collection of market cess only, in fact APMC check-gate are source of information and records of quantity and quality of Agriculture and Allied items entering Itanagar Capital Complex. He informed that under MRIN (Market Research and Information Network) a Government of India scheme, the people of Itanagar are not consuming any fruits and vegetables. The marketing of agriculture and allied items in Itanagar Capital area was not regulated till now and traders did not enter the goods and business they carry in the Capital region, but with the APMC check gates entry of vegetables and fruits will be monitored and traders will have to register the wholesale rate for items they trade and based on that price would be fixed on weekly basis, informed Palling.

 

 

Workshop on social and behaviour

change communication

ITANAGAR, Dec 14: A sensitization workshop on social and behaviour change communication for routine immunization was conducted by the State Health Society in collaboration with UNICEF New Delhi today at Papu Nallah.

While lauding the work of the district administrations and medical officers in improving the immunization level in the state, National Health Mission, Mission Director, P.N Thungon said, behavioural change in an individual is very important for sustainable development of any programme. Thungon expressed hope that the workshop would help in developing a strategy to bring out a positive behaviour change and boost immunization in unreached areas and reduce the dropout and left out cases.

Further, to ensure successful implementation of pentavalent and IP vaccine, which will be launched soon in the state, he stressed to focus on frontline workers who can act as a focal community group in their area to generate community awareness on immunization.

Presiding over the workshop, Family Welfare, Jt Director, Dr. Emi Rumi said left out and drop out case is a matter of serious concern which needs to be tackled soon to achieve the target of full immunization.

Dr. T Taku NO Training (NHM) emphasised on augmentation of acceptance level among people for successful implementation of any programme.

Envision Institute, Executive Director, Nisar Ahmed and Envision Institute, CEO, Versha Chandra were the resource persons present in the workshop. The workshop was enthusiastically participated by the District Medical Officers, state level officers and other officials wherein discussion was made to find out the reasons for left out and drop out in the districts.

Sensitization workshop will be followed by four days training of trainers which will commence from Dec 15 in two batches which will be attended by representatives from NGO, ICDS, Education department, DCM, BCM, MEIO and DEE.

 

 

Colorful opening ceremony marks

inauguration of Mini Olympics

ITANAGAR, Dec 14: Dazzling fireworks lit up the gloomy morning sky for a moment as a colorful opening ceremony marked the inauguration of the first ever Mini Olympic Games at Sangey Lhaden Sports Academy playground, Chimpu near here this morning.

Parliamentary Secretary Likha Saaya declared the Games open amid cheers from the crowds and in the presence of state’s sports officers and officials signaling beginning of the sporting extravaganza organized for the first time in Arunachal Pradesh.

“This Olympic Games is a humble Endeavour of the State Government led by Chief Minister Nabam Tuki to identify sports talents hidden in young boys and girls in the nook and corner of the state,” said Saaya. He advised all the participants to use this platform in a ‘meaningful’ manner.  Admitting lack of sports infrastructure, Saaya said that the ruling government has given thrust to developing sports through setting up of infrastructure.  

“A multi-purpose indoor hall/stadium in Itanagar with a cost of Rs.31 crore has been approved by the government,” he said adding that “There is also plan to provide one stadium each in every district headquarters, which will be taken in phased manner.”

Highlighting the importance of sports in fostering unity and brotherhood besides health benefits, Saaya appealed to the participating athletes to play the Games in a friendly but competitive manner maintaining discipline. He also advised them not to confine themselves to state level competitions only but to aim high and strive to compete at highest level.

Arunachal Olympic Association President Padi Richo termed it a historic day for state towards development of sports and suggested for organization of the Games in every two year. He requested Parliamentary Secretary Saaya to pursue with the Government for reservation of job in the state govt. departments for state champions or meritorious sportspersons at state level competitions. He also called upon each and every Government Department to adopt a sport discipline each which will not only give a great relief to the state exchequer but also help further develop sports to a great extent.

He also requested the state government for providing Rs. five crore for construction of an Olympic Bhawan, a long-pending demand of the Arunachal Olympic Association.

Around 1300 athletes from 17 districts affiliated to AOA, Police Sports Control Board and Second Arunachal Scout battalion, Bomdila will battle for glory and top honor during the four days. The Games will see competitions in 14 disciplines.

Earlier, the participating teams presented an impressive march-past followed by lighting of Olympic Torch by Commonwealth Karate Gold medalist P. Nobin Jomoh. National Archery Gold Medalist Sorang Yumi administered oath of discipline to the participating players.

The opening ceremony was attended by Sports Authority of Arunachal Vice Chairman and AOA Secretary General Gechi Doke, Secretary Sports Dani Salu,  Director of Sports Tadar Appa, Officers and officials of Sports and Youth Affairs Departments and heads of state level sports associations affiliated to AOA.

Success depends on sincerity

After hectic, negotiation finally the world leader’s clinched climate deal on Saturday last. The Paris climate summit witnessed intense negotiation and bargaining between developed and developing world. One of the highlight of the deal is to keep global temperatures "well below" 2.0C (3.6F) and "endeavour to limit" them even more, to 1.5C. There was fear that countries like India and China will oppose it considering the fact that this affects their industrialization process the most. However two nations not only supported the deal, the Environment Minister Prakash Javadekar even went to extent of praising the deal. Amidst cheers and applause from delegates from 195 countries, the draft of the "historic" deal was presented by French Foreign Minister Laurent Fabius and French President Francois Hollande

Another interesting feature about climate deal is that rich countries will help poorer nations by providing "climate finance" to adapt to climate change and switch to renewable energy. Most of the developing world was reluctant due to this very issue. The developed countries will have to play major role. They have financial resources and technology know-how. The clean energy technology should be shared with the developing world.  In addition, as part of deal a review mechanism has been established whereby every five years; beginning in 2018, Parties will regularly review what is needed in line with science. Some of the provisions are legally binding while others are not. Therefore every signatory country will have to sincerely follow the resolution adopted at Paris. The success of climate summit will depend on how sincerely developed and developing countries implement the decision taken at Paris.

An appeal to DEE

Dear Editor,

Through the column of your esteemed daily, I would like to express my displeasure about the ongoing teachers’ recruitments being conducted amongst the APTET/CTET qualified candidates by the Directorate of Elementary Education.

In the recruitment process many deserving candidates have been rejected  only on the ground that we failed to produce original marks statement & Certificates of the qualifying exam  (CTET) which was conducted recently on 20/09/2015 and the result declared on 30/10/2015.

Although we are eagerly waiting for original mark statement & certificate due from CBSE through postal service within this month yet we have online generated marks statement as a proof to authenticate our eligibility. But Alas! We are left baffled and helpless. If CBSE fail to deliver our qualifying certificates on time, is it correct to blame on aspiring candidates only?

Again, conducting viva voce without screening test especially when APTET/CTET qualified candidates are above thousand sounds illogical too.

Hope the concerned authority will give it a serious thought before conducting such interview in future.

A system in place

Dear Editor,

Every living creatures and also non-living things has its own areas of power and functions to prosper. These limitations are gift of Mother Nature to maintain balance and coordinated relationship. In fact, these differences are not act of deprivation or alienation rather strength to grow and prosper in their particular mission.

For instance we cannot expect rain from Sun but and 1+1=2 can never be 3. In these two cases we cannot alter the mathematical nor natural theory. If we try, then result might be confusing, harmful and dangerous.

Human consciousness develops more and more under the changing circumstances but all that should be under the purview of law. If our consciousness goes beyond the limit then it will end with sub-conscious state of mind.

We have a democratic system of government in India. While discharging our duties as citizens, it is our moral duty to pay allegiance to the democratic principles and values enshrined in the constitution. We cannot apply communist method to redress our wants and needs. We must and we have to walk as per constitutional guidelines. The Judiciary, Executive and Legislatures have its own areas of power and functions. Interference in any of these areas will dilute the systems. If there are any elements of threat to life, deprivation or discrimination against the individuals or groups, there is a mechanism to approach the authority.

An appeal on 25th year of dissident activities

Dear Editor,

The first dissidence activities in political history of Arunachal Pradesh had erupted in 1991 against Gegong Apang  Ministry. There was a serious political upheaval  which had  broken APCC  into two factions. Finally S S Ahuliwalia, the then emissary  of Prime Minister Narasima Rao had arrived at Itanagar and resolved the crisis which helped  Apang Ministry to remain successfully for four years up to 1995 Assembly election .

In 1995 Assembly election Apang had come back for fourth time as Chief Minister but immediately a  serious  political difference arose between him and Prime Minister Narasima Rao resulting in entire INC legislators quitting INC and formation of a regional party called Arunachal Congress and Apang remained as Chief Minister. But after four years, in 1999 another serious dissident activity  had come up against Apang and his ministry was toppled by Mukut Mithi led faction Arunachal Congress(M) and Mithi  became Chief Minister but  immediately he along with his MLAs returned to INC fold.

After four years in 2003 again a major dissidence arose against Mukut Mithi and his Ministry  was defeated  by a no confidence motion held  on 3rd August,2003 wherein Gegong Apang had become Chief Minister for fifth time. However, an interesting political somersault took place in the year 2003 with en mass merging of Apang led Ministry in BJP, hence, surprisingly a BJP Government had appeared in the state without having  elected legislators. However after some months, Apang  returned to INC.

After four years, in 2007 the dissident MLAs had pulled down Apang Ministry and installed late Dorjee Khandu as  Chief Minister on 9th April,2007.But unfortunately  after four years he died in a chopper crash on 30th April,2011. Thereafter, the  helm of affairs of this State from  5th April 2011 to 1st November 2011 was looked after by late Jarbom Gamlin as sixth Chief Minister of this State but he had to resign  within six months on account a social issue.

Nabam Tuki  was appointed  as Chief Minister  on 1st November 2011 and his Government  just completed four years on 1st November ,2015  and again a dissidence has  come up against him. No one knows exactly why this State is usually confronted with major political dissidence every after four years since 1991.

But end of the day it is the public who suffers because of delay and less development due to dissidence and no one knows  exactly  the actual amount of loss caused to this State in six consecutive major political dissidence in 25 years from 1991 onwards.

And, I was honestly expecting our respected elected leaders, irrespective  of opposition  and ruling might happily come together  in a platform in fag  end of this year  to celebrate the completion of 25 years  of dissidence in the State  as Silver Jubilee in order to sink off their political differences but it seems that they are going to miss this beautiful  occasion. Though they may not celebrate it but 25 years is completing by December,2015  so  I  wish happy silver jubilee to all elected leaders  including ex-MLAs, ex-MPs  of this State for their participation in different  dissidence occasions which helped  the growth of dissidence to 25 years. If such trend continues then surely the younger generation of Arunachal Pradesh will have opportunity to celebrate its Golden Jubilee and centenary too.

But it is my sincere request to all of them to take utmost care of peaceful co existence of tribes of this beautiful State and its democratic fabrics so that peaceful life of common people is at all not disturbed.

Flood relief money

Dear Editor,

It would be a good idea if the Government directly credits the money/financial assistance given to flood affected victims in Tamil Nadu to people’s “Aadhar” card linked bank account though many would have lost their aadhar cards in the floods. This would ensure that entire money given for flood relief would definitely reach the intended flood affected people.
